This appears to be a note written by a commanding officer during WWII. The date is probably 1944 or 1945 but that is only speculation. I did no research on the subject. Cherbourg was a battle during WWII of that I am certain.

It reads to the best I can decipher it:

Our landing in the Chenborug-How other have failed to gain a satifactory foothold and I have not found the troops. My decision to attact at this time and failure was bound upon the best information available. The troops, the air, and the navy did all that bravery and (I believe it reads) direction to duty could. If any blame or fault attributes to the attempt it is mine alone.
