Under the articles Congress could make decisions, but had no power to enforce them. There was a requirement for unanimous approval before any modifications could be made to the Articles. Thus if there was an issue, they were basically powerless. The people didn’t want the Federal government to have too much authority because they were scared they’d have another Govn’t like England, so they chose to give it basically none.

HA we are studying this in class. Well, the A.O.C. was a pretty desperate way to have a first government. It was too hard to do anything without the consent of the states. To make a law it needed 9 of the 13 states to approve, and to amend the A.O.C. all of the states needed to approve. Since the states had entirely different views, no one could agree on ANYTHING. So now that nothing can be decided, all of the problems (military, debt, slavery, etc.) could not be resolved. I think that is just about it.
