He basically means ” Mercutio! You’re on Romeo’s side!”

“Thou art consortest with Romeo?” literally means “are you an associate/friend of Romeo?” However, this could be interpreted as an insult to Mercutio on him being gay/effeminate. This results in the fight between Tybalt and Mercutio and, ultimately, Mercutio s death. Make of it what you will, but I think Luhrmann s take on this play purposely made Mercutio to seem gay. Because of this, it is highly likely that Tybalt insinuates Mercutio and Romeo are lovers.
