Question about a “literacy skill builder”?

Is this supposed to be used during 6th, 7th, and 8th grade grammar? Or when are you supposed to use it?

Yes. It appears there’s a volume for each year, and they appear to be designed as supplements to help students who need a bit of an extra boost in those years. I have seen similar materials used during the summer before the school year starts (so you would use the one for 6th grade to prepare for 6th grade, or if you needed extra help before 7th grade), or as extra help during the school year in question (so you would use the 6th grade one during the 6th grade year as an extra help outside of class to help keep up with what you are learning in school).
