Do I need to go through the graduation ceremony to teach English in Taiwan?
I will finish my courses for my degree in June next year, but the graduation ceremony is not until Dec 08. Will a letter from the university saying I will graduate in December be acceptable for me to start teaching English?

Graduation ceremonies are optional. You do not need to attend the ceremony to receive your degree.
You will need a copy of your transcript showing you earned the degree (and possibly the diploma which will be mailed to you) and also may be required to order certified transcripts to be mailed directly to the school(s) that may be interested in hiring you.
