The quote means that if a man were brave enough to act against the government, he would surly be brave enough to handle the consequences that would come with it. At least, that’s what I think it means.

how is it becoming of a man that he would act in a certain way with the government is what Thoreau is asking. and his answer to that question is that he would be disgracing himself to even be associated with such a terrible government.

Thoreau was not proud of the American government when he was alive. he didnt like it and this quote is expressing that dislike.
