is this ambiguous?

when someone says,” you called your mom but not me”,,does it mean you called your mom but you didn’t call me? or you called your mom but I didn’t?

It means: You called your mom. You did not call me.

If you said: “You called your mom, not me.” then it would mean: You’re the one who called your mom; I didn’t call her.

I take that to mean that you didn’t call me, but called your mom instead. It is a little unclear and could go both ways, so yes it is ambiguous, as is my answer.
