At least one parent has to have their permanent residency and green card as well as a social security card in order for YOU to apply for FAFSA and financial aid.
Basically you are a ‘cash pay’ student.
Do you have anyone in this country that is a citizen with good credit that could co-sign student loans with you?
Your other option is to take a minimum amount of classes and pay out of pocket for them. It sounds like you’re going to have to work your way through school.
You won’t be the first and certainly not the last to do it.
How do I answer the tax questions if I (or my parents) don’t file a tax return?
Answer Will Not File to question 32 (Have you completed a tax return?).

Enter any monies earned from a job that is listed as taxed on a W2 form.
Then answer only those income questions that apply to you from that point on.
If your parents will not file a tax return:
Answer Will Not File to question 76 (Have your parents filed a tax return?).
