To obtain a student (F-1) visa you first must apply and be accepted into a U.S. learning institution such as a college or university.
Once you have been accepted the school will issue you with that is known as an I-20 and with this you can then apply for your student visa.
To apply for a student visa you need to visit the website for the American Embassy in your home country.

I think you need to go the US embassy in your country and request that you want to come and study here. But, if you’re Asian forget about it, you’re going to be put in a long, long, long list because so many of you want to come here. If your European, South American, or African than you have a legitimate chance of getting an application quickly.
