How can a foreign student get a scholarship in the U.S.A.?

My brother lives in Nigeria,and I would like for him to go to college in the U.S.The universities I contacted all want proof of at least $10,000 dollars in my bank account put away for his studies to admit him,I have searched all over my state(Georgia)for a school that isn’t requiring as much,or has a sort of deffered student loan or perhaps a scholarship.

He passed his TOEFL,but he did’nt write his SAT yet(it is very expensive to write in nigeria)

Does anyone have any information that can help me find a school that may offer him maybe a need based scholarship where he can immediately start to pay back as a working student? or anyone know of schools with less requirement of amount of funds needed in my bank statement?

He does have an average result in his high school diploma,but not a result that I am confident will earn him a merit based scholarship.

Can he run? Play basketball? Soccer? Many colleges and universities offer sports scholarships to international students.
