Should student bring handphone to school?

Here is our policy. Cell phones are allowed at our school, but must be turned off during school hours. They are only able to be used before and after school and during lunch periods. If we catch a student using the phone during a time they aren’t supposed to be, it is confiscated and returned at the end of the day. Second time- we take the phone and the parents come get it at the end of the day. Third time- no cell phone for that student at all.
There was a girl who had an allergic reaction at school but the administraction could not reach the girls mother for that consent to treat and transporting her to the hospital. Well her mother was out to lunch. The girls bbf called her friends mom m2m. The mom called the school back immediately so they could take her too the hospital. The school wanted to suspend the friend for having the cell in school!!!
However, most schools (at least in the US) forbid its usage. I agree with that. There are emergency situations where a cell phone would be useful, but they can also be a distraction and used for cheating. My kid takes his to school, but is not allowed to use it at all except at lunch and after school (of course I KNOW he probably sneaks a peek at other times — but that’s on him if he gets it taken away, it’s gone!). It’s handy because if I need to get a message to him, I can text over and he’ll get it at lunch or before sports practice.
