It was not JFK (his line was “Ask not what your country can do for you; ask what you can do for your country.”). According to The Straight Dope (http://www.straightdope.com/classics/a1_295a.html), the phrase was proposed as a typing drill by a teacher named Charles E. Weller. (It actually begins with “Now is the time…”)
