Only rarely or once in a while, it wasn’t a regular habit.
A blue moon is the second full moon in a calendar month
An older definition for the blue moon is recorded in early issues of the Maine Farmer’s Almanac. According to this definition, the blue moon is the third full moon in a season that has four full moons.
Neither happens often

He means it is a rare event. Because a blue moon doesn’t happen very often. In fact, the origin of the saying dates back to the 1500s, when it went something like “He’d argue until the moon is blue.” It was meant to be something that would never happen. Kind of like “when hell freezes over.” But there is actual evidence that the moon does take on a blue colour every once in a while, due to atmospheric conditions. So now, it just means rarely.

It means- not very often. So Moss is saying he smoked marijuana during career but not very often or hardly ever.

“Once in a blue moon” is an American idiom that means “not very often” or “very rarely.”
