Second mouse refers to the first mouse being caught in a mouse trap so the second mouse is free to get the leftover cheese.

“the early bird gets the worm” means that you should not procrastinate because life will not wait for you. “but the second mouse gets the cheese” means that you should not rush foolishly into things either.

This is the easy-est way to explain it. Lets say your going to the park for a picnic and you know that there are going to be a lot of other people at the park too so you would want to get there as early as possible to get the best spot, but if you wait to long in going then you end up with a spot you don’t like. Or lets say your mother is making cookies and you are there when they first come out of the oven so you get them while they are still hot and soft, but if you wait to long you get them when they are cold and hard. Hope this helps
