My interpretation:

No government can control the humanity when it is overwhelming devoted to morality or religion. Our constitution addresses only moral and religious peoples. It is useless if the citizens become immoral and deviate from religion.

or

Our constitution is written to provide for a moral and religious country.

It means that the constitution was designed for honest good people. People who would make choices for the good of our nation. People who choose to obey laws rather than being forced to obey (prison). Our government gives the people (it’s citizens) more freedoms and rights than any other nation. What we do with these freedoms and rights determine whether our country will survive.

It means that only honest people will obey the law, among other things. It means that anyone who wishes to violate laws and morals can do so and that laws are only kept by honest men.

It fails to mention that there are consequences to be faced by those who chose to violate the rules of Society.

You can do literally anything you want to if you are willing to be held accountable.

no one in politics can tell a person what they like, that deals with personal standards or religion. greed, desire, getting back at someone, or courage would defeat the purpose of the constitution. it is desinged only for riligious people with thier own standards. no one else deserves it.

it could be interpreted as a defense for the bill of rights… a need for freedom of religion etc debate about slavery or the right to bear arms.

it could be taken in a variety of ways. there isnt one meaning. look further at the context.
