It means that you find a friend by the heart and how they treat you, and you don’t need to ‘see’ them to find them, and that if they really are a good friend you’ll know by what they say, what their actions are, etc. Never heard the quote but it’s a nice one!!

As was said before, to find a friend you must be willing to over look what faults are noticed, however, to keep them you must overlook and accept them all. “Love is blind” is not always bad, it can be if there is something hurting this person, however, it can be good because there is not judgement.
