Simply put, the gaol of the states is to push your kids through high school and make sure they graduate. Because different states have a variety of ethnic groups and different backgrounds, education may not be enforced as much by parents in Arizona, lets say, than Virginia. Because public schools get paid based on attendance, the states with higher attendance records are more likely to comply with teachers requests for educational needs. If more kids constantly attend school in Virginia, the state with seek to upgrade the education programs (better teachers) knowing that they’ll show up to learn. In Arizona (using as an example), maybe the parents are forced to move to a cheaper county/ state to find jobs, and therefor the children don’t attend school as much. Why would Arizona increase the education program when 1/3 of students completely drop out by high school?

Hope that helps!

If it were the same across the entire country there wouldn’t be too many people graduating from High School and millions of kids would be labeled morons and you would have people in the fifth grade that are 21 years old.

If you knew that your particular state had a high illiteracy level then you would lower the educational standards to accommodate the citizenry.

I think they call it turnstile education.
