That would be inertia. When you bring anything to a rapid stop the inertia of the object tries to keep it in motion. In the case of a head on collision, the vehicle’s inertia is dissipated by the deformation of the vehicle and the vehicle comes to a sudden stop. The inertia of the passengers on the other hand, is dissipated by the seat belt restraints rather than by impacting the interior of the vehicle.
