I would suggest helping her to write her own books complete with pictures and words. Flash cards would also help, but make sure they are at her level, not above or below!

Teach her phonics first. Words like the, of, is,at,cat,rat,for,to,etc. Make it fun and easy. Quiz her in a fun way from time to time. Be sure to sit down and read to her every night. I taught my daughter to read like that. She is 33 now and loves to read. When I taught my daughter it was before the internet. I bet you can find alot of help now using the computer. Good luck. Just remember it has to be fun for her.
