Well it depends on if they use just the basal reader or if they expose the students to actual books. It depends on if they expose the students to different genres and styles of writing, if they provide high quality literature for the children to read, if they make daily reading part of the curriculum, if they allow the students to choose their own books to read rather than always assigning. If a teacher does all this then she is going to positively influence a child’s language and literacy developmet. If on the other hand she sticks with basal readers and makes literacy more about punctuation, vocabulary and grammar than about comprehension and enjoyment then it is likely that her students will not enjoy literacy and will not improve.
