does a school have the right to test a student and deny them access to fininsh their high school education?
when transfering from another state?

No they do not. Public education is just that –open to the public. Anyone who wishes to attend school is allowed to do so. The only thing may be if there are age issues, i.e. a student is too old for conventional high school. However, then the person would be reassigned to a GED class, not told that they do not get to receive their education.
