If by a good college, you mean Ivy League or comparable colleges, then you have to do extracurriculars. And, by the way, not all extracurricular activities involve volunteering, you can do other stuff like sports, math and science, computers, etc. Though some colleges like to brag about how their students are conscientious. So, basically, whether you need to volunteer to get in depends on the college, but you should have some extracurricular activities that you’re “passionate” about that you can write about in your personal statement. Also, grades and essays are very important, too.

If you want to get into a good college, then definatly do some voulenteering. It’ll up your chances and makes you look great, and it doesn’t all have to be miserable.
I work at a Loaves and Fishes during the summer, and it’s extremely fun. The older people who work there are hilarous and really cool.

Possibly grades alone are sufficient, depending on the college.
However, if you want to maximize your chances, of course, you need to show that you’re well-rounded and have extra-curricular activities and interests and are interested in humanitarianism.
