I’m not entirely sure what your instructor means by “arguing to inquiry.” Inquiry exposes areas of doubt and uncertainty, focusing the discussion but not necessarily reaching a conclusion. In answering the questions the reader might be able to reach their own conclusions, but often those conclusions could vary.

So to assist in what I think might be the sort of thing you are looking for, I’ll ask a few questions intended to be probing about the war on terror:

“When we say a war on terror do we mean a war on terrorism or a war on terror itself?”

“Can terror be decreased by the act of war?”

“what’s the difference between terror and terrorism? Is anything that inspires terror terrrorism or is terrorism something more specific?”

“Have we ever in history had a war against an abstract idea or a method instead of against specific groups?”

“was WWII, for instance, a war against Fascism or was it a war against individual fascist groups?”

“Can you win a war against a concept or a method as opposed to a war against specific groups?”

“what would victory in a war against a concept or method look like?”

“if we believe that wartime calls for a reduction in civil liberties, will we regain those liberties only when the concept of terror or the method of terrorism is eradicated from the world?”

“Has our war on terror thus far resulted in more or less terror? More or less terrorism?”

“Does the war on terror extent to anyone or any nation that does not fully cooperate with our plans on how to fight the war?”

“Does the war on terror have any national boundaries or is it a worldwide civil war against anyone in any country to engages in what we define as terror?”

The concept of the war on terror is sufficiently vague that you must have plenty of additional questions of your own. Whether your instructor wants you to give possible answers to the various questions you raise I don’t know. You should clarify.
