Easy to answer if you mean smart and not wise. 100 is the average IQ, thus if you have an IQ greater than this then you are smart. It is all relative however. 110 is smart as compared to 100 but is not smart as compared to 120. 140 is considered genius level. I have a 135 IQ. Very smart but not a genius. Then you throw in the usage of drugs and the effects of aging and it all changes.

you didnt spell definition correctly. Being smart is comes in different forms (i.e. street smart, people smart, study smart…..) In my opinion, I think people are smart when I am talking to them and they pop out with random intelligent statements, but they are not doing it to show off. Then they are people smart and education smart.
