to digress is to move backward or away from some point,
to progress is to move forward, this would make digress the opposite of progress right?
so “di” in this instance would be the opposite of “pro”
“con” is also the opposite of “pro”,
so could “congress” be considered the opposite of “progress” ???

Not necessarily, there are always exceptions to the english language.
And I think “con” in this case means, “with”. Congress is a group of people that work together.
