I would say yes, just so that you can “feel” the pause after the word tears. I’ve also been taught that if the beginning words can also fit at the end, then a comma should go there. For example, if you can also write the sentence as “I was saying that I would never forget them, almost in tears” then yes, you should use the comma if you use the phrase in the beginning.
