Can someone please help me understand this paragraph?

i was takling to the post office customer service this is what they said.

International Registered mail is handled as a higher priority than standard Air Mail.

It is delivered in the receiving country by the Postal Authorities Courier service (often DHL) as the carrier which means it cannot be delivered without receiving a signature. This is a manual signature not one that the Courier driver will use their scanner to receive.

can someone please explain to me what that means? what is a ‘manual signature’

It cannot be a rubber stamp signature, nor it is to be run through a machine that imprints a signature on it. It is your John Hancock on the form or scanner

I just had a delivery today. I get them often, sometimes I have to put my signature into the electronic gadget the driver hands me (if it’s coming registered mail with or without return receipt to the shipper’s side) and sometimes I don’t have to sign (1st class standard) and those times I see them entering something into it when they’re in the truck – I’m supposing to mark that the package was received. Many times a package is left on the step and so my actual receipt of the package is obviously a lower priority because either I or the sender has not paid for the time involved to get my signature. In this case the driver’s word, or entry, serves as validation of receipt. Fortunately packages shipped internationally are being rigorously screened for haz-mat.

a manual signature is when it is written with an ink pen on a piece of paper. instead of on the computerboard- like UPS carries- that you sign with that magnetic pen.

someone physically signs for reciept of the letter on some acknowledgement form not just checked off as delivered by the courrier.

I do not go to the Post Office too much but I know that they have lots of regulations such as Regulation no. 870-3130. This one is: Everyone has to party at 12pm!!!
