(x-3)2+(y+1)2=9?

distribute the two

2x-6+2y+2=9

combine like terms

2x+2y-4=9

combine add 4 to both sides

2x+2y=13

your teacher would probably want the answer with y alone. so you do:

2x+2y=13

subtract 2x from both sides

2y=13-2x

divide all by 2

y= -x+13/2
