you know that for the line to be perpendicular it must have the negative reciprocal slope

So the slope of the line you are looking for is -1/4

Now you know that the formula for line is y = mx + b

Right now you have y = -1/4x + b

You actually already know that the y-intercept (or b) is -3 b/c x = 0 in this point

OR

Now plug in the points 0 and -3

-3 = -1/4(0) + b

b = -3

Your final equation is y = -1/4x -3
