It’s the size of what’s dissolved. Most mechanical mixtures are suspensions, which have large particles. They also tend to be less stable, meaning that they will seperate over time. Solutions contain very small particles and are very stable. The only way to seperate a solution is to either react one of its components with something, boil it (if it’s a liquid solution), or spin it in a high speed centrifuge.
