All you have to do is convert 28 miles to kilometers:
28 miles * 1.6093 kilometers/mile = approx. 45.06 km

Since 1 mile = 1.6 kilometers, so u simply convert the miles into kilometers. The question tells u the no. of MILES the car takes on 1 gallon of gas. But u gotta figure out the no. of KILOMETERS. And since u already know the conversion, u simply multiply 28 with 1.6 which equals 44.8. So the car covers 44.8 kms or 28 miles on 1 gal of gas. Done!
