So saying ten percent is the same as saying 10/100, or 1/10.
8.5% is the same as 8 1/2%, yes, and so converting that to a fraction it would look like 85/1000 (to accomodate for the .5 we add another zero onto the 100), then simplify that to 17/200 since they’re both divisible by 5.

Step 1: Write down the percent divided by 100.
Step 2: If the percent is not a whole number, then multiply both top and bottom by 10 for every number after the decimal point. (For example, if there is one number after the decimal, then use 10, if there are two then use 100, etc.)
Step 3: Simplify (or reduce) the fraction
Example 1: Express 75% as a fraction
Step 1: Write down:
75
100
Step 2: The percent is a whole number, so no need for step 2.
Step 3: Simplify the fraction:
÷ 25
75 = 3
100 4
÷ 25
Answer = 3/4
Note: 75/100 is called a decimal fraction and 3/4 is called a common fraction !
