After Maurice and Roger destroy the littluns’ sand castles, Roger stalks the young boy named Henry. When he begins to throw stones, why does he just throw them near him instead of directly at him?

well, at first the boys are still attached to civilization

Roger knows that throwing rocks at a littlun is wrong so he throws them near Henry instead of at him.

This shows how mean Roger is because he is still throwing rocks at him and that he has the potential to kill someone.

This is a foreshadowing to the end of the book.

SPOILER:

Roger is the boy at the end of the book that kills Piggy by knocking a boulder over the edge of the cliff. That was a deliberate act that was meant to kill. It shows that the boys have truly become savage and killers, law and order are no longer present in their “society”.

END SPOILER

The throwing of the rocks shows that Roger is beginning to become savage, yet he is still restrained by his old life of rules and regulations, which is why he intentionally misses.

Because altho there are no adults around, they are still inclined to follow the rules adults put in place before (ie. the rule don’t throw rocks at ppl)
