Why is the Japanese style of civility hurting Japan? I have no idea why I have to answer this question for an English class!

Ask yourself to describe in detail and using examples, the style of civility in Japan. Extend your thought to think of how it effects relationships and other social transactions. Try to imagine how such civility would work in America as a way of emphasizing the style. Civility grew up as a means of teaching people how to show respect and mitigate violence. But like anything, taken to excess rules become burdensome and proscribe effective communication.
