how does soap affect the surface tension of water?

It decreases it. Haven’t you heard that soap commercial that says it makes water wetter. What it means it makes water less able to cling to itself which is what surface tension is. Put a drop of water on a hard surface. Then with a toothpick that you dipped in detergent touch it. The water droplet will collapse. Compare that with a toothpick that you didn’t dip in detergent.

soap breaks the water’s surface tension barrier. if you had a cup of water that is rounded or bubbled looking over the top it would be just fine if it sat there, but the minute you add soap to it, it will break the surface tension down and the bubbled looking part of the water will spill over.
