Staffing is the practice of finding, evaluating, and establishing a working relationship with future colleagues on a project and firing them when they are no longer needed. Staffing involves finding people, who may be hired or already working for the company (organization) or may be working for competing companies.
(well heres a definition of staffing..)

If you are talking about something like a hot dog stand, or any other kind of booth where items are sold, staffing it just means doing that particular job. So if someone was staffing the hot dog stand, he would be making and serving hot dogs.

I suspect this was meant as a metaphor, such as a politician convincing his colleagues to support his “stand” on an issue.
If it was meant literally some of the answers already received seem to explain it.
