first move the x variable to the top of the fraction using a negative exponent:

f”(x)=2-(2)(x^-1)

now just use the power rule for each term in the expression:

f”'(x)=0+(-2)(-1)(x^-2)

f”'(x)=2x^-2

f”'(x)=2/x^2
