first find the slope (y2-y1)/(x2-x1)

-8-(-9) / (-3-(-7) = 1 / (4) or 1/4

so you now have y=-1/2x+b

use either of the points you have

-8 = (1/4)-3 + b

-8 = -3/4 + b

-7 1/4 = b

so y = -1/2x-7 1/4

now check other point

does -9 = (-1/4)-7 – 7 1/4

-9 = -7/3 – 7 1/4

-9 = -9 checks out so equation is valid
