Can anyone comment on why it would be important to first revising your ideas and the content of your paper before focusing on sentence level issues during editing?

If you are able to arrange your ideas and content of the paper in logical sequence, and develop them into greater detail, it will make for easier reading than focusing on sentence level issues that may render a grammatically perfect article unreadable because of its complexity. Most of the time, sentence level issues are not marked down as severely compared to the presentation of ideas.

the ideas and content of your paper need to organized and clear before you can write a good (grammatically correct) sentence about it. you need to have the flow of what you are trying to convey in order so you can communicate your point well and accurately.
