What does ” Town’s jaywalking brouhaha didn’t have to happen” means. PLEASE THIS IS FOR TOMORROW I DON’T GET IT .

Jaywalking is crossing the street at a non-designated crossing. Brouhaha is a term for a squabble, be it physical or vocal. Thus, the sentence means that an arguement or fight over improper crossing did not need to happen. Not sure about the Town reference, could be an individual or an actual Town, would need the context to know that. It may be a reference to a silly jaywalking law that has caused this brouhaha.
