Always a comma before ‘and’?

Is there always a comma before the word ‘and’? Would this require a comma: I went inside and he asked if I was the new kid.

No, there is not always a comma before and.

When listing several things a comma is needed.

“I own a dog, a cat, and a squirrel.” would be grammatically correct as opposed to “I own a dog, a cat and a squirrel.”

In your case you do need a comma before and also.
