y = (2/3)x + 1 is in slope-intercept form. Any linear equation of the form y = something is in slope-intercept form, as long as there are no y’s in the “something”. Slope-intercept form is

y = mx + b

where m is the slope. So, whatever’s multiplying the x is the slope. In this case, that’s 2/3.

Now – two parallel lines must have the same slope. So, any line parallel to this one will be of the form

y = (2/3)x + b

All that will change, and all you have to find, is the b. You do that by plugging in the point you have:

0 = (2/3)*(-3) + b

0 = -2 + b

b = 2

So the line parallel to y = (2/3)x + 1 passing through (-3, 0) is

y = (2/3)x + 2
