I believe it’s the Higher Education act that was passed by Lyndon Johnson during his presidency.

I consider it to be one of the most monumental real-world acts passed within the past century. And what I mean by real-world is that there’s acts that are made that are good in nature but have many intangible aspects; this act physically made an impact by allowing millions of dollars to be allocated to help build up universities, as well as tens of millions of dollars to be made available to students through low-interest rate school loans. The famous Stafford loans came out of this. An untold number of students from then up until today now have a financial chance to attend colleges and universities, including anyone reading this now who might be going to school on a subsidized loan. Great stuff.
