If you qualify for Federal Student Aid, you can use your grant money however you wish (assuming there is something left over after tuition and books). I qualified for two years while attending a JC and received an extra 1200 a semester. However, living in SD, CA this would not come anywhere near covering your cost of living, unless possibly you had 12 roommates. If you can hold a part-time job (20-25 hrs/week) and live modestly, you should be able to make a go out of it, given your situation is similar.

When the financial aid office puts together it’s “cost of education” it includes a room and board factor. It can recognize the difference between on campus and off campus or, in this case, all students living off campus.
That does not mean that they could recognize differences in rents off campus. It’s pretty much one size fits all unless you are also supporting dependents.
