When I was applying to college I only had a few different things that I did outside of school. And I got into almost every school I applied to (8 out of 9).
Partly, it is going to depend on what colleges you’re applying to. Some schools put a heavy focus on extra-curriculars, some schools don’t care as much. Volunteering though, looks good to most admissions panels.

That depends. Colleges are going to look at a number of factors. For instance, grades, SAT or ACT scores, how strong your letters of recommendations are, how strong your essay is, etc. This should not cause a huge burden on your chances to get accepted though.
