Depends on the scholarship. If it’s paid directly to the school, then the school will apply it toward tuition and fees. If it’s paid directly to you, then there isn’t really any way to stop you from using the money for whatever. But if it’s a multi-year scholarship, the sponsoring organization might want to see progress reports including your tuition bill records before they give you the next installment.

It depends on the terms of the scholarship. Most of the larger ones pay straight into your school’s accounts to go towards tuition, but with some of the smaller ones, you might just get a check from the donor to be used at your discretion. Or there may be something in between- like a fund to which you have to submit itemized receipts for books and supplies.

If you are getting grants and loans along with the scholarship and the scholarship is limited to tuition and fees (like mine is), then use that money to buy your laptop etc etc.

A sholarship is meant to aid you in doing your best in college. It ideally replaces the $ you would get from working at Starbucks, by basically paying you to go to school.

Scholarships are to help you pursue your education.

this can mean:

… school supplies, computer, etc., room and board, etc.

As noted above, CHECK TERMS OF SCHOLARSHIP… there may be restrictions, and if they pay to the school, there il likely red tape to get at any funds over tuition/fees.
