Would strong piety be a correct phrase?

In 1960, there weren’t many people in the south wihtout a strong piety,

would that be grammatically correct?

Piety is like gasoline – you don’t have one piety or seven pieties or forty-three pieties. It’s not countable. The word “a” indicates that something is countable – and the count is one.
