Why do we call one item “a pair of pants”?

Why don’t we call it a pant? With the same analogy why don’t we call a shirt, a pair of shirts? A shirt has two arms after all.

I don’t know how true it is but I’ve heard that it comes from pantaloons that the women used to wear under their skirts with a garter belt. Men wore trousers.

Same reason we call scissors a pair. You can have sleeveless shirts.
