From making clothes from wool. If you dye the wool/yarn before making it into a garment it keeps its color throughout more consistent, and makes fading less noticeable

As it is one of the beginning steps in the process, it translates well to paralleling early steps defining the final product, that is the color is set, and it won’t be changing.

The reference is to a wollen garment or household item like a rug or carpet etc ,the making of it can either be with dyed wool or the dyeing could possibly be done to the finished product.By comparison one would prefer the former as a more even & longer lasting colour effect.

The term is taken to mean a total & unshakable convicion & faith in one who commited to an idea .
