When a person says “where are you based out of”
does he mean where are you from (born) or where you are now?

They mean where are you living now. As opposed to where you were born.
As in… “I’m based out of Jacksonville, but I’m from Chicago”

I can see “working out of..”; but surely it should be “based IN or AT”?
